Developing Asia represents a climate and infrastructure investment opportunity estimated at USD 17T annually,* yet only around 10% of projects are fully bankable, with a further 35% classified as marginally bankable.
Blended Finance, through a mix of concessional and commercial capital, offers a pathway to improve bankability, de-risk projects, reduce the cost of capital, and mobilise private capital at scale.
Singapore has successfully piloted innovative financing models such as Bayfront, whose asset recycling platform has attracted significant global investor interest in Asian infrastructure opportunities. Building on this success, the current objective is to establish a blended finance platform for partnerships with MDBs, DFIs, financial institutions, and philanthropies, each aligned to their respective risk, return, and social impact mandates.
Three flagship programs are in development:
Transition Finance – enabling energy transition from fossil fuels to renewables, incorporating Transition Credits as part of the financing framework.
Established Green – targeting marginally bankable projects in renewables, EV infrastructure, and grid modernisation.
Emerging Green – focused on hydrogen, biofuels, carbon capture, and other early-stage technologies.
Specialist asset managers have been identified for each program, leveraging deep expertise within the Singapore and APAC ecosystems.
Capital Insights and its Founder played a pivotal role in the early ideation of these initiatives, and were directly involved in shaping the Transition Finance program.
